Toll rises to 99 in Vietnam

HANOI: The death toll from Tropical Storm Mirinae rose to 99 in central Vietnam on Thursday and authorities estimated damage from the storm at $55 million.
In the hardest-hit province Phu Yen, three districts that are home to 300,000 people remained inundated, said Nguyen Ba Loc, deputy chairman of the provincial People's Committee.
Some areas of the province suffered their most severe flooding ever and many families lost their homes, he said. Some 24,000 people continued to take shelter at government buildings.
Military helicopters continued to drop instant noodles and water to victims in the isolated areas, he said, and soldiers in speed boats also contributed to the relief efforts.

The death toll in Phu Yen reached 69 on Thursday, and 16 residents were still missing, he said.Fourteen people died in the neighboring province of Binh Dinh and two were missing, said
disaster official Phan Ke Hung.

Binh Dinh residents began returning to their homes Thursday as flood waters continued receding. Elsewhere in the region, Mirinae left 16 people dead and one missing, according to the government's Web site. The storm also injured 66 people, destroyed or damaged more than 16,000 homes and damaged about 74,000 acres (30,000 hectares) of rice and other crops, according the national committee for flood and storm control.The committee made an initial damage estimate of 1 trillion dong ($55 million), but the number is likely to rise after a more complete assessment of losses is made.Prime Minister Nguyen Tan Dung has ordered authorities to send 10,000 tons of rice and 225 billion dong ($12 million) to help the victims, the government said.Central Vietnam, one of the communist country's poorest regions, has been battered by two rounds of storms and flooding in just over a month. Ketsana killed more than 160 people in the region in late September.In the Philippines, Ketsana and two later storms killed more than 900.

Mahasamiti clips wings of NC prez

KATHMANDU: The Mashasamiti meeting of the Nepali Congress (NC), which was extended by a day, concluded here this evening, endorsing a provision to elect 75 per cent members in the 85-member Central Committee (CC). The party president will now have the right to recommend three office-bearers — vice president, general secretary and joint general secretary — and nominate 21 CC members from the Mahasamiti. The CC has six officer-bearers, including the president. The new provision will come into effect from March when the party’s next General Convention (GC) is scheduled to be held. The convention will elect 61 CC members and three office-bearers. This arrangement was put in place following a majority of Mahasamiti members’ dissatisfaction over the existing presidential model. The proposal was ratified by a voice vote.

Earlier this afternoon, senior party leaders — Sher Bahadur Deuba, Sushil Koirala and Ram Chandra Paudel — went to president Girija Prasad Koirala’s private residence in Maharajgunj to apprise him of the new provision. Koirala had suggested to his colleagues not to weaken the post of the president since the country was facing a political crisis. The party president and his cousin Sushil was in favour of the presidential system. While, Paudel rooted for election, Deuba remained non-committal. Discussions were held till 7.30 this evening to forge a consensus. Going by the latest development, the president’s power has been curbed to a great extent. Earlier, the president could nominate 50 per cent CC members and all the office-bearers.

“It’s an ‘institutionalised’ system, where the party’s working committee will be accountable for its decisions, and the president will lead the team,” said Krishna Prasad Sitaula. While, a section of leaders dubbed the party’s new structure as a step towards a ‘semi-collective leadership system’. Arjun Narsingh KC, spokesperson, NC, hailed the “significant transformation of the party’s organisational structure”. He felt that it would help the NC’s internal democracy, making it more inclusive. A similar pattern will be followed while forming the NC’s district and village-level working committees. This will come into effect before March. The revised statute has also increased the number of Mahasamiti members and GC representatives. Each constituency will now have five Mahasamiti members, including at least one woman, and 12 GC representatives.

Is Obama's Nobel a blessing or curse?

WASHINGTON - Yes he can win the Nobel Peace Prize. Even on the same day that President Obama met with his war council yet again to consider sending up to 40,000 more U.S. troops to Afghanistan. President Obama speaks about his Nobel award at the White House on Friday. The confluence of events -- some might even call it irony -- was a stark reminder that this award was more about the promise of change than actual change. Peace is not at hand in Iraq or Afghanistan, and while the president has articulated a new approach to the world it will be difficult to translate that vision into some actual victories. "Even as we strive to seek a world in which conflicts are resolved peacefully and prosperity is widely shared, we have to confront the world as we know it today," Obama said in the White House Rose Garden. "I am the commander in chief of a country that's responsible for ending a war and working in another theater to confront a ruthless adversary that directly threatens the American people and our allies." Let me be clear that I don't buy into any of this silliness from some pundits about how winning such a prestigious honor could backfire on Obama. Becoming only the fourth U.S. president to ever win the Nobel can hardly be spun into a negative.

But it's important to note that the award does not create one job in the U.S. economy. It does not provide one Republican vote on Capitol Hill for the president's health care push. And the challenges are clearly not just on the domestic front. With the Norwegian Nobel committee citing the president's "extraordinary efforts to strengthen international diplomacy and cooperation between peoples," one top Obama adviser told me this is an affirmation of the administration's aggressive efforts to reach out across the world. But this adviser quickly acknowledged the hard work of trying to turn that dialogue into actual progress on difficult problems like forging Israeli-Palestinian peace. And I think this award puts new pressure on the president from the right and left. Conservatives like CNN contributor Ed Rollins was quick to charge the honor will only highlight the fact that the president has few achievements to point to yet. "I think certainly you have to give him an 'A' for trying," he said. "But at the end of the day, what has he accomplished?"

I think you can also see liberals like Sen. Russ Feingold, D-Wisconsin, who has been pushing Obama for a timetable to withdraw U.S. troops from Afghanistan being emboldened. Why wouldn't Feingold now say something to the effect of, "Mr. Peacemaker, why are you potentially further escalating the war in Afghanistan?" Nevertheless, this is a sweet moment for the president. What's striking to me is that exactly one week ago I was in Copenhagen, Denmark, where the president swooped in for a few hours to push Chicago's Olympic bid. Once he lost, the dramatic defeat led many -- including me -- to report that this was obviously a blow on the international stage. That's why when the news about the Nobel Peace Prize landed like a lightning bolt in the wee hours of Friday morning, White House aides were ecstatic. As I rushed to get some reaction, I finally reached Chief of Staff Rahm Emanuel by telephone and he was quick with a quip. "It's clear Oslo beats Copenhagen any day of the week," Emanuel told me. He stressed that he was joking. But there was also a measure of vindication in his voice.

Late goal boosts Argentina hopes

'लक' भनेको यहि होला, कुनै लन्ड्रीवालाले पनि नाइ भनेन। यसरी हरेक निर्देशकको अफिसमा भौतारिदा अनुपले यस्ता मानिस पनि भेटे, जो निर्देशकका अगाडी आफ्नो 'कला' देखाउन बिसौ बर्षदेखी पालो कुरिरहेका छन्। र, ति सुनाउछन्, 'म बम्बे आउदा एकदम तन्नेरी थिए। कपाल पनि चिउडोसम्म झर्थ्यौ। अव हेर्नुस्, मेरो तालुमा कपालै छैन।'
अनुपले धेरै निर्देशकलाई भेटे तर उत्तर एउटै थियो, 'ल, राम्रो काम गर्दा रैछौ। यदि तिमीलाई सुहाउने कुनै रोल भेट्टियो भने सम्पर्क गरौला।'तर, अनुपको पेजर कहिल्यै बजेन। अनुपले त्यही भेटे, यसपाल शर्मालाई। जो अहिले पनि हिन्दी फिल्ममा भिलेन बन्छन्। यसपालले नै अनुपलाई सम्झाए- यदि बम्बेमा बस्नु छ भने कम्तीमा चार बर्ष संघर्ष गर्छु भन्ने आत्मशक्ति बनाऊ। एककप चियामा दिन बिताउछु भन्ने अठोट गर।
यसपालले अर्को कुरा पनि भने- कपाल खुइलिए खुइलियोस्, म लड्छु, तिमी सोच। यदि तिमीले जित्यो भने भोली तिमीलाई नै हेरेर फिल्मको भूमीका लेखीनेछ।'कुरा त मख्खै पार्ने खालको थियो।
एकदिन अनुप अशोकाको अडिशनमा पुगे। धेरैदिनसम्म पेजर बजेन र उनले सोचे, 'म अव यता बस्दिन।' बम्बेमा त यस्ता मान्छेमात्र संघर्ष गरिरहन्छन्, जसको फर्किने कुनै ठाऊ छैन। परिवार छैन। ति संघर्ष गर्दागर्दे सडकको छेऊमा मर्छन् र मुन्सीपाटीले उठाएर लैजान्छ। तर, अनुपसित त आफ्नै देश र परिवार थियो। जसले पर्खिरहेको पनि थियो। उनी फर्किए। काठमान्डूको अटेशमटेश भिडमा थपिए। जहाँ बम्बेबाट आएको टेलिफोनले भेट्न सकेन। 'हजार मिटरको दौडमा सामेल मान्छे किन सय मिटरमा दर्गुन आ'को?' जव अनुप काठमान्डूमा देखीए, यस्ता प्रश्नले ठुग्न थाले। हुनपनि, अनुप जुन कुरामा पोख्त भएर आएका थिए, त्यो मृतप्रायः नै थियो। नेपाली रंगमन्च मर्‍यो भन्नेहरु पनि थिए। अवसर थिएनन्। आफूले अभिनय गरेको पहिलो फिल्म 'अंशबन्डा' जीवनको एउटा कालो पन्ना भइसकेको थियो। नेपाली रंगमन्चका लागी जे गर्छु, भन्ने सपना थिए, ती हिड्दाहिड्दै फुर्लुङ ढल्छन् की जस्ता हुन थाले। तिनलाई जोगाउन गाह्रो हुनथाल्यो।
अनुप अमेरिकी लाइब्रेरी चहार्न थाले। 'फ्रेन्च अलाइन्स' डिल्लीबजारको क्यान्टिनमा पोतिएका चित्रहरुमा हराउन थाले। कोही भेटिहाल्यो भने गफ गर्‍यो। यसरी अनुप आफूभित्रको निरासा पखाल्थे। ०५२ तिरको काठमान्डूमा शहरमा हुने सबै चिज थिए। डिर्पामेन्टल स्टोर। ठूल्ठूला घर। पक्कि सडक। डिस्को। डान्सबार। नाइट लाइफ। अचानक देखीन थालेका मगन्ते। फोहरले भरिदै गएको बागमती। फन्टुस फिल्म। सबै थिए। तर, अनुपलाई सपनातिर डोर्‍याउने कुनै साघुरो गल्ली पनि थिएन। 'बौद्धिक खुराक छदै थिएनन्।' अनुप कफीको चुस्की लगाउदै सम्झन्छन्। अहिले अनुपसंग आफूले चाहेका धेरै चिज छन्। उनले गरेका नाटक 'नाट्य इतिहाँस'मा दर्ता छन्। 'एक्टर्स स्टुडियो' नाट्यस्कुलको अतित पनि छ। कुनै समय फेरि ब्युझन पनि सक्छ। धापासीको शान्त फ्ल्याटभित्रको टेवुलमाथी केही फिल्मका स्त्रिप्ट पनि छन्, जसमा उनले अभिनय गर्नेछन्। सपनाको नेगेटिभमा रंग पनि भरिन थालेको छ। 'सेपिया रंगको भएको छ।' अनुप मुस्कुराउछन्। र, आश छ, कुनै दिन आँखा तिर्मिराउने गरि रंगीन पनि होला। शहरमा अव सपना हराउने डर अनुपलाई छैन। कहिलेकाही भने झस्किन्छन्, कतै आफू स्यवं शहरमा हराउने त होइन? शहरका मामलामा अनुप अहिलेपनि आफूलाई 'आउट साइडर' मान्छन्। सारा शहर सिसाभित्र छ। शहर गफ चुटिरहेको छ- क्रियाकलाप हेर्दा लाग्छ तर आवाज भने अनुपसम्म आइपुग्दैन। त्यसैले आफू शहरको मान्छे भइनसकेको ठान्छन्। शहरले कति मोडमा सम्झौतागर्न लगाउछ। अनुप सम्झौता गरिरहेका छन्। प्रोफेसनल मित्रता धेरै छन्। अनुप सोच्छन्- म अहिले जिजीबिषाजस्तो मित्रता बाचिरहको छु।
'हाम्रा पाँच इन्द्रियहरु मर्दे छन्।' काठमान्डू बसाइमा अनुप यस्तै ठान्छन्, 'हामीसित निजी स्वार्थंमा बाच्ने न्यूकिलियर जेनेरेशन छ।'कहिलेकाही आफूलाई पनि शहरले आफूजस्तो बनाउदै त छैन? अनुप झस्कन्छन्- कतै मेरो निर्दोषपन मर्दे गइरहेको त छैन? बा र आमा पोखरामा एक्लै छन्। अनुपलाई थाहा पनि छ, बुढेशकालको एकान्तले आत्मा दुखाउछ। अुनप खाना खादा अचानक झस्किन्छन् पनि, उता घरमा बृद्ध बा र आमा मौन खाना खाइरहेका होलान्। 'म त्यहा हुनुपर्ने हो।' अनुप टोलाउछन्, 'तर जान सक्दिन।' अनुपले जती गरे, सबै आफ्ना लागी गरे। उनलाई थाहा पनि छ, मैले परिवारका लागी केही गर्न सकिन। धेरै समय केही गर्न नसक्नुको मौनतामा अल्भि्कएका अनुप अव भने मौनताबाट बाहिर आएका छन्। व्यस्तताले लखेटिरहेका अनुप फुर्सद हुदा भावुक पनि हुन्छन्। अव काठमान्डू छाडेर घर पोखरा जान गाह्रो छ, र बा र आमाको सम्झनालाई पन्छाउन सजिलो पनि छैन। 'म अझै पूर्णरुपमा शहरको मान्छे भइसकेको छैन।' अनुप एकछिन टोलाउछन्, 'कति पल्ट घर जादा आमाका आसुले मलाई पोलेका छन्।'

Floods toll at 46 in West

ANKE/KAILALI: The flash floods and landslides continued taking toll in the western districts today as 12 more deaths are reported. With this, the toll has risen to 46. Six persons have still been missing while more than 25, 000 people have been rendered homeless in the nature’s fury. Three more deaths are reported from Achham villages where 17 were already perished on Tuesday. Likewise, four of a family died in Parbat and two in Kanchanpur today. One more person died in Bajhang today, adding the toll to three. Two others - one each in Doti and Jumla - also died today, the police said. Six persons — two in Kailali, one each in Dang, Rukum, Lamjung and Banke — have gone missing in after they were swept away by rivers. Durga Bahadur Bhandary, Binu Bhandary, Sima Bhandary and Dipachan Bhandary were those killed when their houses in Thapathana VDC-5, Parbat, collapsed in a landslide early morning, the local police said. The three fresh deaths were reported from Achham’s Marku VDC-7 on Wednesday, CDO Gyan Prasad Dhakal said. More than 150 families have been displaced in the district.

The swollen Karnali River has surrounded around 500 residents of Kailali’s Dhanasinghapur and Narayanpur areas. Family members of some 100 households have been marooned. Kailali CDO Hari Krishna Poudel said the landslide victims could not be rescued due to the unavailability of helicopters. Other 1, 000 families have been displaced by the flood in the district. In Banke’s Baijapur, five persons who had gone to the Rapti riverbanks in search of gold two days ago, is yet to be known. Lack of search of those missing and rescue of those stranded have been aggravating the situation in the flood-hit districts. The landslide victims of Achham’s Patalkot have been living with empty stomach as foodstuffs could be supplied to them. In Doti, more than 2,000 displaced families have been taking shelter in schools and other buildings. There too, they are facing problems due to lack of proper foodstuff and drinking water.

PM’s detour from everyday politics

Kathmandu - Prime Minister Madhav Kumar Nepal seems to have developed a penchant for doing things out of the box, especially ever since his successful endeavour last month to save a haemorrhaging rural woman, for which he earned accolades aplenty. He squeezed out time from his hectic political schedule to visit the victims of the April uprising two days ago and, on Wednesday, Prime Minister Nepal set out on a brief excursion of the Capital city to learn about people’s lives and sufferings. Prime Minister Nepal and his incumbent team boarded a tourist bus (Ba. 1 Pa. 45), leaving a bevy of journalists, who were present at the Prime Minister’s Office to cover the Cabinet meeting flabbergasted as none had the slightest clue what the Prime Minister and Co. were up to.

“The prime minister wanted to take stock of the problems the Valley denizens are facing. So, the best way was to take a tour,” said the prime minister’s political adviser Bishnu Rijal. Accompanying Prime Minister Nepal were Deputy Prime Minster and Minister for Physical Planning and Works Bijaya Kumar Gachhadar, Home Minister Bhim Rawal, Local Development Minister Purna Kumar Sherma and Labour and Transport Minister Md. Aftab Alam. The concerned secretaries, chief of Kathmandu Metropolitan City, Chief and Valley Chief of Nepal Police were also on board. The round trip began from Singha Durbar via Thapathali, Kalimati, Kalanki, Sita Paila, Swoyambhu, Maharajgunj, Lazimpat and Tundikhel.

But that which had started with all smiles did not sum up all too well. A pile of garbage greeted the prime minister at Swoyambhu. The luxury bus failed to save the Prime Minister and Co. from quite a few jolts, thanks to innumerable potholes. And of course, the prime minister—habituated to cruise along roads—witnessed haywire traffic. “He was a bit unhappy,” said Rijal. “He has instructed the line ministries, secretaries and officials concerned to look into the matter and bring forth an integrated plan to improve the condition of road, garbage and traffic.” “The traffic was out of gear, it needs immediate attention,” Home Minister Rawal briefly remarked.

सलमान र आमिर सँगै

मुम्बई, असोज २२ - सलमान खान र आमिर खानबीच साझेदारी हुने भएको छ। दुवैले एउटै फिल्ममा अभिनय गर्नेछन् र फिल्ममा दुवैको लगानी रहनेछ। स्त्रि्कप्टको टुंगो लगाउन बाँकी रहेको उक्त फिल्ममा आमिर खान प्रोडक्सन र सल्मानका भाइ सोहेल खानको प्रोडक्सन हाउसले संयुक्त लगानी गर्ने सम्भावना छ। एक स्रोतका अनुसार फिल्ममा सलमान र आमिरको बराबर दृश्य हुनेछ र अरू कलाकार तथा निर्देशकको छनोट हुन बाँकी छ। सलमान र आमिरले एकसाथ अभिनय गरेको एकमात्र फिल्म सन् १९९४ को राजकुमार सन्तोषीद्वारा निर्देशित 'अन्दाज अपना अपना' हो। आमिरको 'गजिनी' रिलिज भएपछि दुईको सम्बन्ध गाढा भएको हो। त्यसबेला देखि नै दुवैले संयुक्त काम गर्ने चर्चा सुरु भएको थियो। समान भूमिका र उति नै दृश्य दिनुपर्ने शर्त उनीहरूको भएकोले दुवैले बाहिरका फिल्म खेल्ने साइत जुर्न नसकेको हो। केही अघिसम्म सलमान र आमिर दुवै फेरि 'अन्दाज अपना अपना'को दोस्रो भागमा आउन लागेको र यसका लागि निर्देशक सन्तोषीले तयारी गरिरहेको समाचार प्रकाशित भएको थियो। दोस्रो भागमा अभिनय गर्न आमिर राजी नभएकाले यो प्रोजेक्ट अगाडि बढ्न नसकेको समेत बताइएको थियो। समाचारप्रति आमिरका प्रवक्ताले यसो भनेका थिए, 'अहिले आमिर थ्री इडियट्स र बन्ने क्रममा रहेका अरू तीनवटा फिल्ममा व्यस्त छन्। अहिलेलाई 'अन्दाज अपना अपना'बारे कुनै योजना छैन।'
